We asked about this a member of the marking working group under the Ministry of Industry and Trade of the Russian Federation, the CEO of SmartLines, Maxim Lebedev
What do you think, why was everything planned and what will it lead to?
The experiment is underway, subsequent labeling will be, and there is no doubt about it. Similar measures are being taken by the state in order to create a unified system for all market participants. The main goal is to create equal and transparent working conditions for all. Participants in trade receive fair competition and equal conditions. As a result, counterfeit will be excluded from circulation. The state receives an additional tool for controlling the payment of taxes and customs duties, and the consumer, using a special application, will be able to check whether he is buying quality goods.
How will the main chains with labeling change?
There are two main ways of shoes on a shelf in a store - import or production on the territory of the Russian Federation. In the first case, the marking codes are ordered and received by the importer. Upon receipt, the codes can be printed or saved as a label in electronic form and transmitted. The application is carried out at the factory by the manufacturer or at the consolidation warehouse / in the distribution center by the importer or contractor. After labeling, the goods are prepared for shipment in the usual mode: they are packed, sorted, a set of documents is prepared. The customs declaration shall indicate all labeling codes corresponding to the imported goods. Customs release of goods into the territory of the Russian Federation is equivalent to putting goods into circulation. From this moment on, its movement between the participants of the distribution chain is fully monitored. The end point may be the withdrawal of goods from circulation through sales using the cash desk or sale to a legal entity, which will reflect in the labeling system the fact of using the goods for their own needs, for example, as a uniform for employees.
It will be easier for small companies to come to an agreement with the manufacturer, especially when it comes to small quantities of goods. Large batches are best marked automatically.
If the shoe manufacturer is in Russia, then everything is much simpler. Excludes customs and intermediate logistics. The manufacturer orders and receives the marking codes, puts them on the product packaging or label, and puts it into circulation. Next, the chain is repeated. If for some reason the manufacturer / importer cannot independently obtain and apply marking codes, then they will do it for him at the Center for Labeling and Labeling.
How much does it take to start labeling shoes for future sales?
You need to choose equipment based on your tasks and the scale of the company. An enhanced qualified electronic signature (UKEP) is required - an approximate cost of 2 rubles. The simplest printer for printing labels can be purchased for 500-3 rubles. And, a 5D scanner costing from 000 rubles. For small-scale production or individual imports, these things will be quite enough.
Tell us about GTIN.
If you have not used it yet, then you need to register in the GS1 RUS system and start describing the product with which you work. You know all the parameters of your product - brand, manufacturer, country of manufacture, color, size, material, packaging. After the description you get GTIN (Eng. "Global Product Number", designed to uniquely identify the product in the trade). Further, the information automatically enters the Marking Operator System. Based on these data, your order for the issue of marking codes will be generated.
How will the price in stores change?
Labeling will force many manufacturers and importers to review their business processes. But, most likely, a significant increase in prices is not expected.
