The Federal Antimonopoly Service will not impose fines for advertising on Telegram and YouTube until the end of 2026.

The Federal Antimonopoly Service (FAS) has warned of a ban on advertising on social media platforms, access to which is restricted in the Russian Federation by a decision of Roskomnadzor. However, to ensure that businesses adapt to the new rules, penalties for advertising on Telegram and YouTube will not be applied until the end of 2026.

In connection with the adoption of measures by Roskomnadzor to restrict access to the social platforms Instagram* and Facebook**, the video hosting service YouTube, VPN services, and the messengers Telegram and WhatsApp***, the FAS of Russia sees signs of a violation of Part 10.7 of Article 5 of the Federal Law "On Advertising" in the placement of advertisements on these resources.

Responsibility for violation of the specified norm of the Federal Law "On Advertising" by virtue of Article 38 of this law lies with both the advertiser and the advertising distributor.

There is a transition period for advertising on Telegram and YouTube until the end of 2026, during which no penalties for distributing advertising on these resources will apply.
