State Duma deputy Vyacheslav Tetekin introduced into the lower house a bill providing for a moratorium on tax increases for five years.
“As a general rule, an increase in taxes and fees and changes in the forms of tax and other reporting are allowed no earlier than five years after the establishment of the size of these taxes and fees, as well as reporting forms,” the document says.
The draft establishes that the law will enter into force on June 1, 2015.
As Tetekin noted in the explanatory note to the bill, its development is due to "the need to support small and medium-sized businesses."
