The law on the legalization of parallel imports in the Russian Federation was approved by the State Duma in the second and third readings. This means that the import of goods into Russia without the permission of the copyright holder is no longer a violation.
Until now, for the import of products without the permission of the copyright holder, the law provided for the obligation of the supplier to pay compensation to the copyright holder (up to 5 million rubles), and the goods imported in this way were subject to destruction. Now companies engaged in parallel imports are exempted from administrative and criminal liability.
“The bill was developed to protect the Russian economy and citizens in the face of economic sanctions against our country. Its adoption will simplify trade in goods from the list of parallel imports and will help stabilize prices for them,” said Vyacheslav Volodin, speaker of the State Duma of the Russian Federation.
Experts predict that due to more complex logistics, the cost of goods imported under the parallel import scheme could rise up to 50%.
