Small business asks to reduce tax burden

The Ministry of Economic Development of the Russian Federation has selected more than 200 proposals from business for consideration and inclusion in the national project "Small and Medium Business and Support for Individual Entrepreneurial Initiatives".

The national project is designed for 2019-2024 and includes five federal projects: “Improving the conditions for doing business”, “Enhancing access for SMEs to financial resources, including preferential financing”, “Acceleration of SMEs”, “Creating a system for supporting farmers and development of rural cooperation ”,“ Promotion of entrepreneurship ”.

The collection of proposals took place on the portal mybusiness.rf. Over a month and a half, more than 2 thousand proposals were received from 85 constituent entities of the Russian Federation. It is assumed that about 40% of proposals will be eliminated, and the final proposals will be formed by mid-February 2020. And the final package of changes to the passport of the national project will be prepared by May.

Most of the proposals from small business representatives relate to reducing the tax burden - it is proposed to exempt the business from paying deductions to social and health insurance funds, to keep the single imputed income tax (UTII) for retail grocery stores valid, to extend tax and supervisory holidays for up to five years .

Business asks to replace subsidies with loans of up to 5 million rubles at 1-3% per annum for investment purposes, since "subsidies of 300-600 thousand for entrepreneurs are insufficient." Small business also asks to make possible the pre-trial settlement of disputes with government agencies for microbusiness, “make reports for the Federal Tax Service no more than once a year”, cancel the use of a legal address and “introduce personal responsibility” for employees of the Federal Tax Service for unjustified blocking of company accounts.
