The Ministry of Economic Development has finalized the bill on regulating digital platforms; sellers on marketplaces will be allowed to impose a ban on discounts on the goods they sell, Vedomosti writes.
According to the bill, the aggregator does not have the right to send a notice of intent to reduce the price to such sellers. It prohibits aggregators from blocking personal accounts or cards, lowering the rating or worsening the position of the card in search results for sellers who have refused a discount at their own expense or at the expense of the operator.
The operator is obliged to notify partners about a price reduction at its own expense or at the expense of a partner at least 14 days in advance, and also to obtain the partner’s consent to a price reduction at its expense.
The partner will be able to set a minimum price for goods in their personal account, and aggregators must not provide a discount that goes beyond the minimum price. Sellers will also be able to specify the validity period of the minimum price and the number of goods to which it applies. The minimum price will be considered consent to the discount and aggregators will not have to obtain it additionally. The bill may come into force on September 1, 2025.
