В Izvestia published an article, which provides figures showing how the data on the volume of Russian shoe production of the Honest Sign system diverges from the data of Rosstat. Thus, for the 3rd quarter of 2024, the identification system recorded 153,3 million pairs of shoes produced in the Russian Federation, for which CRPT issued stamps, while Rosstat received more modest information from our enterprises - the discrepancy was 39 million pairs.
Russian legal enterprises are losing the market, which already consists of 80% imported footwear. At the same time, the products of Russian manufacturers cannot compete with Chinese ones in terms of price. The average pair of Chinese shoes in 2023 was 1,1 thousand rubles, while Russian ones were almost 1,7 thousand. Chinese products are even cheaper than manufactured goods at cost.
"Pseudo-manufacturers identify themselves as enterprises operating here. Usually, this is how they legalize "gray" imports or illegal production of products. This seriously affects competition: the cost price of such footwear is lower than the prices of bona fide businesses due to the reduction of overhead costs. Therefore, the current task is to exclude the possibility of such legalization," says Deputy Head of Roskachestvo Elena Saratseva. The issue is being considered by the State Commission.
The article explains the flaws in the calculations of the Honest Sign system by the fact that the marking system only started working at full capacity in 2024 and 2025, before that it was in the experimental stage. Therefore, the problem was only identified now.
And how are we? We wrote earlier, this problem was highlighted at the last general annual meeting of the National Footwear Union, on December 4, 2024, which was also attended by representatives of the Ministry of Industry and Trade, who assured that the department is open to dialogue with the business community, is ready to assist and help companies in crisis situations in every possible way, and protect the interests of Russian companies at all levels.
