On January 21, a round table entitled "Fight against counterfeiting. Results of 2024. The role of the state labeling system" was held in Moscow at the site of the International Media Group "Russia Today". The event was organized by the international association "Anti-counterfeiting" and the Expert Council for the de-shadowing of the economy under the State Duma Committee on Economic Policy.
Speakers at the round table included representatives of the Ministry of Industry and Trade, Rospotrebnadzor, Roszdravnadzor, Roskachestvo, and the operator of the CRPT labeling system. Representatives of the National Shoe Union and Shoes Report were present at the event.
Representatives of the agencies summed up the results of the mandatory labeling system and spoke about new initiatives that are being developed to combat illegal trade.
The Executive Secretary of the State Commission, Director of the Department of the Digital Marking System for Goods and Legalization of Product Circulation of the Ministry of Industry and Trade Vladislav Zaslavsky said that at present, on the instructions of the Government, work is being carried out to establish indicators of the effectiveness of the existence of the marking system and the use of information from this system by government bodies for their control and supervisory and other activities.
He noted that one of such indicators is the fiscal effect that labeling brought to the budget of the Russian Federation. Thus, the total fiscal effect since the introduction of labeling for all product groups that it covers by the end of 2024 amounted to more than 900 billion rubles (for the footwear market, about 14 billion rubles). Now the labeling system is integrated with the systems of 21 government bodies and with all 89 subjects of the Russian Federation.
In addition to expanding the coverage of product categories, the Ministry of Industry and Trade is implementing a number of initiatives that are also aimed at legalizing markets and improving the safety and quality of products for consumers. Let us focus on those that directly concern the turnover of light industry goods.
The first initiative is automation of control
The first initiative is related to the introduction of automated control over the activities of participants in the turnover. This involves the introduction of automatic warnings and automatic fines, which are designed to deter violators. "A similar system operates to maintain order on the roads when speeding is violated."
Warnings will be issued if there are signs of violations of mandatory requirements. Accordingly, for those participants in the turnover on whom these warnings do not have the necessary effect, and who continue to violate the established requirements, a mechanism of automatic fines will come into effect. The issue of introducing such a mechanism is currently being worked out at the Government Office jointly with supervisory authorities and the Ministry of Economic Development.
According to Zaslavsky, the auto fines will be an addition to the protective mode of operation at the cash registers, which is already in effect in various product groups. For example, when it is impossible to scan expired goods at the cash register. According to the idea, all these measures will automate control and avoid conducting classic checks. "No control and intelligence activities will be carried out, the system will automatically cut off all violations and will not allow the goods of an unreliable supplier to reach the consumer."
The second initiative is monitoring Russian manufacturers
The Ministry of Industry and Trade has taken control of cases where unscrupulous companies register in the Honest Sign system under the guise of Russian manufacturers, although they are not.
(The widespread use of this practice has been discussed at the last meeting of the National Footwear Union (NOBS)).
An experiment is currently being conducted with regard to consumer goods and dietary supplements, to test the algorithm for monitoring manufacturers. The purpose of this experiment is to formulate criteria for assessing manufacturers and to launch the process with regard to all labeled goods in order to prevent the introduction of goods into circulation under the guise of Russian, the history of whose origin is completely unknown. Based on the results of this experiment, a corresponding draft Government Resolution will be prepared, which will lay down proposals for the introduction of such standards.
The third initiative is control over permitting documents
On August 30, the experiment to establish a mechanism for monitoring the permits of participants in the turnover was completed. It is being carried out for 8 months of 2024 in relation to perfumery products, clothing and footwear.
The verification of permit documentation is carried out by a marking system with a link to each g-tin product code. If the linked document does not correspond to the product or is counterfeit, then such product is not allowed into circulation. "Thus, an incoming control is carried out, a kind of "barrier at the entrance", - says Vladislav Zaslavsky.
The security checkout is an exit check. If the quality certificate for the product has not passed the laboratory certification, or the certificate has been revoked, the system will not allow the product to move to the retail outlet. Based on the results of this experiment, we have already prepared a draft Resolution, this was also a subject of discussion at the State Commission on December 18."
All these measures will have to be applied both to Russian participants in the turnover and to companies of the EAEU countries. In order to synchronize the legislation of the Russian Federation and the legislation of the EAEU in the direction of ensuring control over unscrupulous participants in the turnover, changes will be made to the rights of the EAEU.
