Online retailers, including Farfetch, eBay, Ozon, and others, as well as the Russian Export Center, are preparing to propose amendments to the Tax Code of the Russian Federation regarding taxation of exporters, Kommersant writes.
As Artem Sokolov, president of the Association of Internet Commerce Companies (AKIT), explained today, the procedure for obtaining a tax refund by exporting companies requires the collection of a huge package of documents for each shipment, as a result, many companies refuse this red tape and cannot lower prices for their products. “The procedure there is so complicated that you need to go to customs for each parcel, write a statement, attach a pile of papers to the application, describe completely the goods and all the information about it,” he says. This leads to the fact that companies do not apply for deduction, tax is deducted from their accounts; sellers cannot lower the price, and as a result, the competitiveness of their goods decreases, ”says Artem Sokolov. According to him, AKIT appealed to the Federal Customs Service (FCS), the Federal Tax Service, the Ministry of Economy with proposals to simplify the procedure, but there are no results yet.
Market participants call Belarus, the USA and Kazakhstan the main directions of online export from Russia. Exports of goods to these countries are growing. According to eBay and Data Insight estimates, in 2018, exports will increase by 36% compared to 2017 and almost double compared to 2016. At the end of the year, the number of shipments may reach 11,2 million against 8,5 million in 2017. The average order value is $ 67. The most popular export categories are clothing and footwear, electronics and household goods.
