The founder of the Russian online retailer Wildberries, Tatyana Bakalchuk, sent a letter to the Ministry of Industry and Trade warning about a possible increase in prices for imported goods due to the mandatory labeling system, writes Forbes.
She explains that Russian importers are incurring additional costs due to the need to code marking on foreign goods amid volatility in exchange rates and rising prices for coding services. All this may affect the prices of imported goods on the Wildberries site.
According to Bakalchuk, the costs of e-commerce companies on fiscal drives (steps for storing data on payments through an online checkout) in 2022 will increase by 26,6 million rubles, to 93,1 million rubles (in 2021 they amounted to 66,5 million rubles).
The increase in spending is also affected by the fact that marketplaces will be forced to issue two checks each for the sale of labeled goods. The sellers issue the first check at the time of payment for the goods on the site. At this point, they do not yet know which unit from the total lot in the warehouse will be delivered to the buyer. Due to mandatory marking, sellers will have to issue another check - with a "hexadecimal marking code in the fiscal receipt."
The Ministry of Economic Development has a project to postpone the indication of marking codes in checks until September 1, 2022. Previously, the Government postponed this innovation until April 20, 2022. The retailer expresses concern that as of 31.03.2022/20/2022, this draft regulation will not be considered and will not enter into force until April XNUMX, XNUMX.
The letter also states that the importer must indicate the marking codes on the cargo and customs declaration when purchasing goods abroad. For the sake of "seamless import", Russian companies transfer the authority to apply marking codes to foreign partners, with whom they have to pay in foreign currency - and due to fluctuations in the ruble exchange rate, costs may increase. In addition, prices for their services are rising. According to Bakalchuk, Wildberries spent €90 on coding last year.
Representatives of the Ministry of Industry and Trade noted that the department had prepared proposals "to improve approaches to working with labeled goods." At the moment, they are being discussed with representatives of the e-commerce market.
