The Russian market of children's shoes, amounting to about 100 million pairs per year,
12% of which are produced by Russian enterprises, occupies approximately 9% in the structure of the market for goods for children and is estimated at 20-24 billion dollars.
The top 10 of the leading brands in the market of children's shoes includes the Russian brands Kotofey, Top-Top, Zebra and Paris Commune. Amid the crisis, there has been a general decline in demand for shoes. To support domestic producers, it is proposed to tighten customs control in order to protect the market from counterfeiting, protect companies of the countries of the Customs Union in the framework of agreements on free trade zones and help establish relations between manufacturers and retailers. An equally important role is played by such measures of state support for Russian manufacturers as subsidizing part of the costs of loans received from Russian banks in 2013 – 2016; partial compensation for leasing payments for purchased equipment; the provision of subsidies for the reimbursement of part of the costs of creating or developing a property complex, including the infrastructure of industrial parks of the children's goods industry.
