Russian Post has proposed restricting entry into the cross-border trade market

"Russian Post" has proposed introducing new conditions allowing the company to be included in the register of e-commerce operators, RBK reports, citing a letter from the head of the Ministry of Digital Development Maksut Shadayev to the Minister of Economic Development Maxim Reshetnikov, to which the proposals from Russian Post are attached.

It follows from the letter that Russian Post proposes to include in the register operators that meet the following criteria:

- there are premises for storage, delivery, receipt and issue of goods in ownership, lease or management throughout the country; - there is an information system for exchanging data via the unified system of interdepartmental electronic interaction (SMEV) with the Ministry of Internal Affairs, confirming the identity of the recipient of goods, storing and processing the recipient's data;

- the personal account has a minimum balance of advance payments of at least €3 million; - the authorized capital is at least 100 million rubles and other criteria.

These measures are expected to increase Russian Post's share in the e-commerce segment. At the same time, the number of companies admitted to cross-border online trade will decrease. The volume of international mail items with imported goods by Russian Post is falling: from 311,3 million items in 2018 to 88,6 million items in 2023. In the first half of this year, their number was 31,7 million items. The share of the logistics market for cross-border e-commerce has decreased from 99% in 2018 to 50% in 2024 and continues to decline, according to the management of Russian Post, "due to unequal regulatory conditions."

It is noted that the issue of preserving and increasing the share of Russian Post in the cross-border e-commerce market was instructed by Prime Minister Mikhail Mishustin in September at a strategic government session on the development of Russian Post until 2030.

Participants in the cross-border e-commerce market believe that the introduction of the measures proposed by Russian Post could significantly reduce competition and even give Russian Post the status of a monopoly, which, in turn, will negatively affect prices and quality of services, since not all players will meet the proposed criteria. In particular, the requirements for connection to SMEV and presence throughout the country.

The cross-border trade segment grew by 2023% to RUB 11,3 billion by the end of 197, but its share in the total e-commerce market volume decreased from 4 to 3%, according to estimates by the Association of Internet Trade Companies (AKIT) and Sber. For comparison: in 2018, the share of cross-border e-commerce was 30% (RUB 504 billion).
