The Russian Union of Tanners and Shoemakers (RSKO) wrote an appeal to the President of the Russian Federation, Vladimir Putin, with a request to instruct the State Duma of the Russian Federation and the Government of Russia to solve the problem of creating an effective model of market control using adequate penalties for illegal import and circulation of light industry products.
The document of May 16, 2018 states that the volumes of illegal and counterfeit products, which make up more than 35% (800 billion rubles), are not reduced. As a result, sales of domestic products in the current 2018 decreased by 15-20%, as manufacturers can not compete with goods whose price due to non-payment of taxes and duties is much lower than legal. According to experts, the state annually loses 200-300 billion rubles from illegal traffic.
RSCO indicates that despite the Order (dated 08.09.2017), which was given by the President to the law enforcement and regulatory bodies after a meeting on this issue in Ryazan in 2017, the problem of illegal import and circulation of light industry products in the country is not resolved .
In view of this, members of the RSKO once again ask the President of the Russian Federation to pay attention to the problem and provide a list of measures that are necessary to solve it.
Among them:
· Organization of systematic work and constant control over the implementation of the instructions of the President of the Russian Federation (dated 08.09.2017/XNUMX/XNUMX) in terms of suppressing illegal transport and turnover of light industry products;
· Introduction of adequate penalties for illegal circulation, production and import of products;
· Establishment of full-fledged customs control over the import of light industry goods on the border with the Republic of Kazakhstan;
· Introduction on the territory of the Russian Federation of a system of compulsory control on the import of light industry goods for the content of harmful and toxic chemicals;
· The establishment of a tax on imported goods imported into the territory of the Russian Federation on orders through foreign online stores, in the amount of at least 20%.
An appeal to the President from the members of the RSKO was formed at the last Congress of the Union, which took place on May 16 in Moscow at the RF CCI.
