According to the results of last year’s inspections, employees of the “Central Yekaterinburg Department of Rospotrebnadzor in the Sverdlovsk Region” revealed half as many violations by the owners of retail stores compared to the 2010 year.
Among the most frequent violations are the presence of low-quality products in trading floors and non-compliance with the rules of sale, in particular, the sale of shoes without marking, the absence or forgery of certificates confirming product safety, and others.
According to another authority - Uralcertificat, the following groups of children's shoes are subject to declaration: boots, boots, ankle boots, boots, low shoes, shoes, anklets and other types of yuft, chrome leather, textile, synthetic and artificial materials, rubber, rubber-textile, combined . Light industry products that meet the requirements of the Technical Regulations (TR) and have passed the conformity confirmation procedure must be marked with a single sign of product circulation on the market of the Member States of the Customs Union (CU). EAC - a single sign of product circulation on the market of the Member States of the CU can be applied to packaging, liner, label or given in the documents attached to the product.
Today, a single form of certificate and declaration of compliance with the requirements of the TS TS "On the safety of light industry products" has been developed, which entered into force on July 1 on 2012. Documents on the assessment (confirmation) of compliance with the mandatory requirements established by regulatory legal acts of the Customs Union issued or accepted until this day remain valid until the expiration of their validity, but no later than 1 July 2014 year. In addition, from the day the new TR is adopted, the issuance of similar documents on previously established regulatory acts is not permissible, which means that owners of retail outlets need to be more careful. In addition, until 1 July 2014 production and release of products is allowed in accordance with the mandatory requirements previously established by the regulatory legal acts of the Customs Union or the legislation of the Member State of the Customs Union, if there are documents on the assessment of confirmation of conformity of products with the specified mandatory requirements issued or accepted until the day the entry into force of the TR. These products are marked with a national conformity mark (market circulation mark) in accordance with the laws of the Member State of the Customs Union or Commission Decision No. 20 of September 2010 of September 386. Labeling of such products with the EAC mark is not allowed.
Until January 1 of January 2013, production and putting into circulation on the territory of the CU of products that are not subject to mandatory assessment (confirmation) of conformity according to regulatory legal acts, without documents of mandatory assessment (confirmation) of conformity and without marking with a national conformity mark is allowed on the territory of the TS (a sign of circulation in the market). State control over compliance with the technical regulations of the customs union is carried out by Rospotrebnadzor. All these requirements were voiced by representatives of relevant organizations as part of a round table at the Shoes Star exhibition, which was held in Yekaterinburg from August 30 to September 1 on 2013 of the year.
