St. Petersburg gathered entrepreneurs from all over the country to criticize the labeling system

On January 23, a conference was held in the Nevskaya Ratusha in St. Petersburg, dedicated to the analysis of the impact of the mandatory product labeling system on small and medium-sized businesses in the Russian light industry. The conference was organized by the Russian public organization "Assistance to Small Business".

The conference brought together representatives of small and medium businesses from 50 subjects of the Russian Federation – manufacturers of light industry goods, retail operators, and representatives of other industries – dairy, radio electronics – were also invited to participate. The event was supported by associations of entrepreneurs from different regions of the country, including the National Shoe Union.

It was possible to join the event online, and many entrepreneurs from different cities of Russia followed it online.

The essence of the entrepreneurs' speeches at the conference is the same - it is difficult for Russian small and micro businesses to cope with the marking system, it is difficult to bear additional costs for the installation of equipment, adjustment and maintenance of the system, to tolerate technical imperfections of the system. All these difficulties are aggravated in a period of economic and political instability, threatening the existence of small and micro enterprises engaged in retail and in the light industry.

An important topic of the conference was the presentation of a scientific study on the impact of labeling on the activities of small and medium-sized enterprises in the light industry, which was prepared by specialists from the Lomonosov Moscow State University in 2024 by order of the ROO "Assistance to Small Business".

The study “Analysis of the impact of the mandatory product labeling system on small and medium-sized businesses in the Russian light industry” shows the critical situation that has developed in the area of ​​development of small and medium-sized businesses, which was formed primarily due to the introduction of the mandatory labeling system.

The conference participants emphasized that in the process of developing the mandatory product labeling system, micro-businesses, the number of which in Russia is more than 2 million, were not taken into account. Mandatory labeling requirements turned out to be an unbearable burden for representatives of micro-businesses – manufacturers and small retail stores, putting their existence at risk.

It was also noted that the task that was set when introducing mandatory labeling - the fight against gray imports and counterfeit products - is not being fulfilled, since labeling does not prevent unscrupulous market participants from misleading consumers by introducing imported products, in particular, those made in China, into circulation under the guise of Russian-made goods. According to one of the speakers, such goods are currently present, including in the stores of large retailers and on marketplaces.

The organizers and participants complained that the authorities refuse to engage in direct dialogue with entrepreneurs. Representatives of the operator of the Honest Sign marking system, the Center for the Development of Advanced Technologies (CRPT), and the Ministry of Industry and Trade were invited to participate in the conference, but no response was received to the invitation, and the regulator's representatives were not present at such an important and significant event for the industry.

The outcome of the conference in St. Petersburg was the decision to adopt a resolution that contains the demands of the business community to cancel the rules of mandatory labeling and demands for other measures that will help normalize the situation in the industry during a difficult economic period. The signed resolution will be sent to the Government of the Russian Federation.
