Quota campaign to attract foreign workers for 2013 year has started
The Ministry of Health and Social Development informs that employers can attract workers from abroad by submitting an application to the authorized body of their region before May 1, 2012. The agency notes that this year employers can prepare an application using the updated information complex "Migration Quotas" located at on the Internet migrakvota.gov.ru.
In particular, the employer has the opportunity to send an application to the authorized body and track the stages of its consideration, add applications for adjusting quotas, etc. A finished application drawn up in the Migration Quotation AIC should be brought to the authorized body of the subject of the Russian Federation. Based on the proposals of the regions, by October 15, the Ministry of Health and Social Development of Russia will send proposals to the Russian government to determine the needs and establish quotas for attracting and using foreign workers.
Applications from employers to attract foreign workers are rejected if:
- there is an opportunity to hire a Russian citizen at a given workplace;
- the employer did not eliminate the violations of the procedure for attracting and using foreign workers committed in the previous and current years;
- the employer has arrears in wages for employees, and other violations of labor laws have not been eliminated;
- the employer does not provide guarantees of medical and housing support for foreign workers;
- the salary proposed by the employer is lower than the subsistence level of the able-bodied population in the region, etc.
