In July, the Chestny Znak system recorded 917 attempts to sell shoes with violations. In the first half of the year, the average monthly number of such cases averaged about 1,6 million, according to a press release from the operator of the marking system of the Center for the Development of Advanced Technologies (CRPT).
According to the estimates of CRPT analysts, the cost of goods that they tried to sell with violations in July is equivalent to 1,7 billion rubles. In the event that the control and supervisory authorities decide on the recovery of the specified facts, the minimum amount of fines will be 917 million rubles.
“Over the past month, 13% of companies selling shoes tried to sell or put into circulation products without a certificate or with inconsistent documentation - in total, we are talking about 19,5 thousand organizations. Most violations were recorded in Moscow - 193 thousand, after St. Petersburg - 77 thousand, then the Krasnodar Territory - 55 thousand, the Moscow Region and Tatarstan - 33,9 thousand and 33,4 thousand violations, respectively, ”said the director for control (surveillance) ) activities of the CRPT Anton Gushchansky.
As a rule, violations are associated with deviations of the document of compliance with the technical regulation (TR TS). That is, the participants in the turnover are trying to put into circulation products that do not comply with permits or with expired certificates. The labeling system operator maintains a constant dialogue with participants in the circulation of goods in order to reduce the number of violations. In particular, for this purpose, a pilot project was recently launched to inform participants in the circulation of goods about deviations detected in the labeling system.
“The number of violations in the footwear industry has almost halved compared to the average monthly rate for the first half of the year. This indicates the effectiveness of the violations management system: businesses are provided with full information about all attempts to sell goods with violations that they have identified, which makes it possible to eliminate problems where possible, ”Gushchansky added.
According to him, a risk management subsystem has also been introduced into the Chestny Znak system, which makes it possible to reduce the administrative burden on conscientious market participants. “The system works in such a way that enforcement authorities can concentrate on checking potential violators of the law, based on the data of the system. For an honest business, this is an opportunity to work with minimal attention from inspectors,” Gushchansky said.
Mandatory labeling for shoes has been introduced since July 1, 2020 to counter the spread of illegal products. According to the HSE, the share of illegal shoe trade in 2019 was 15%, and already in 2020 - 11%.
