Runet industry organizations have created the Internet Development Institute (IRI) - a single platform for dialogue with the state. Its founders will be the Russian Association for Electronic Communications (RAEC), which unites most of the largest market participants with the exception of Yandex, and the state Fund for the Development of Internet Initiatives (IIDF), which specializes in investing in startups.
