According to NF Group, only 13 new shopping centers are expected to open in large regional cities of Russia this year, which is half as many as the year before.
In 2024, 28 shopping centers with a total leasable area of 324,6 thousand square meters were opened in regional cities of Russia, which exceeded the 2023 figures by 32% (not including facilities in St. Petersburg and the Leningrad Region).
The opening of 2025 shopping centers (13 thousand sq. m) in 254,3 regional cities has been announced for 12. Among them, district (six shopping centers) and regional (five shopping centers) format facilities predominate. A gradual entry of foreign operators into the market is expected, mainly those who postponed their launch plans from 2022–2023, as well as an increase in the number of small-format shopping centers and a change in their main function towards the experience industry.
New shopping centers will appear in Barnaul, Kursk, Chelyabinsk, Krasnodar, Makhachkala, Nizhny Tagil, Rostov-on-Don, Kislovodsk, Mikhailovsk, Magas, Vladivostok, Sochi and Novosibirsk.
"The regional market of shopping centers is far from oversaturated: most cities with a population of over a million are significantly inferior to Moscow in terms of provision of quality retail space, and in cities with a population of less than 1 million people, the supply is limited altogether," says Evgeniya Khakberdieva, regional director of the retail real estate department at NF GROUP. "Despite this, developers and investors are cautious in launching new projects, given the current economic conditions. At the same time, we are seeing a steady increase in interest in small-format shopping centers, which are becoming the most sustainable solution in conditions of market turbulence, focusing on the basic needs of residents and acting as full-fledged infrastructure facilities."
