The Ministry of Natural Resources and Environment, together with the Russian Environmental Operator (REO), have prepared a proposal to increase the rates of the environmental fee for recycling packaging and used goods. The rates have not changed for nine years and, according to the operator, are far behind the economically justified ones, Vedomosti writes, citing a presentation by the REO.
The document states that the lag in current rates varies between 50–80%. For example, for metal, paper and cardboard it is 83%, for glass – 53%, for textiles – 77%, for plastic – 80%, for wood – 50%, and for batteries – 72%.
The rate per ton of clothing and textiles may increase to 89,2 thousand ₽ (4,5 times). Rates for packaging will increase significantly - on average more than 4 times, depending on the materials used (from 6,7 thousand to 89,2 thousand ₽ per ton).
At the same time, according to the Russian Economic Operator, the tax increase will not significantly affect the prices of finished products. According to the operator's calculations, if the rates are increased from January 2026, the average increase for food products is estimated at 0,6% in 2026 and 0,2% in 2027. For non-food products - 0,7% and 0,3%, respectively.
The REO presentation points out that the price range for the same product in different retail chains can exceed 50%, so the developers of the bill conclude that the increase in rates will go unnoticed by consumers.
