During inspections, Rospotrebnazdor fined light industry enterprises for 62 million rubles

From September 2017 to March 2018, Rosprotrebnadzor authorities carried out inspections at 11,7 thousand Russian light industry enterprises.

In order to fulfill the order of the President of the Russian Federation on the adoption of additional products to prevent the illegal import, production and turnover of light industry products on the territory of the Russian Federation, Rospotrebnadzor authorities conduct unscheduled inspections of light industry enterprises. The department’s services examined more than 200 thousand batches of light industry products (clothing, underwear, children's shoes, fur products, etc.) for compliance with the technical regulations of the Customs Union, of which more than 81 thousand batches of products did not meet the established requirements.

As a result of inspections, over 50 thousand batches of light industry products were discontinued. Fines were imposed on enterprises (5,7 thousand administrative fines) totaling more than 62 million rubles.

As indicated on the agency’s website, more than 99% of the violations identified related to non-compliance with requirements for product labeling and shipping documents: labeling non-compliance with technical regulations - 42% of violations, lack of labeling - 31% of violations, violation of requirements for accompanying documents - 20%, violation of the application procedure market circulation mark - 6,4% of violations. 

There were also recorded violations in organoleptic (odor intensity), toxicological (toxicity index, formaldehyde) and biological indicators (hygroscopicity, air permeability). The place of production of 74% of imported consignments of light industry products that do not meet mandatory requirements is the People's Republic of China.

As RBC writes in December last year, the department concentrated its efforts on checking stores, retail chains and outlets. Then the specialists inspected more than 70 thousand batches of light industry products, violations were found in 33 thousand batches. As a result of these measures, Rospotrebnadzor withdrew 110 thousand units of products, including more than 4 thousand units of fur products and 6 thousand units of children's shoes.

According to one of the participants in the shoe market, fines for inconsistency of the information in the certification documents of the shoe retail with the real situation in the store reached 300 thousand rubles.
