Among the measures approved by the capital's mayor Sergei Sobyanin for business support for 2021 are compensation for equipment leasing costs and interest on loans, reducing the cost of renting premises and others, according to the official website of Moscow Mayor Sergei Sobyanin.
Some of the support programs operating in the capital in 2020 will also be extended to 2021, in particular the "14 subsidies" program.
Under this program, small businesses can receive funds for the purchase and leasing of equipment, payment of franchise and utility bills, promotion of products on food delivery services, staff training, and so on.
In 2021, more entrepreneurs will be able to receive the subsidy, and the procedure for considering and examining an application will become easier. Under the new rules:
- the recipients can be companies of the creative industry, the subsidies can be received by the participants of intersectoral (industry) clusters as part of the innovation cluster in Moscow;
- the subsidy will be allocated to reimburse the costs of participating in international competitions, festivals;
- the subsidy will also be allocated to reimburse the costs of promoting goods, works and services on advertising platforms on the Internet.
In addition, if the applicant has collected an incomplete set of documents, he will be able to modify the previously submitted application. To do this, you need to suspend the examination for a period not exceeding 10 working days.
About three thousand small and medium enterprises have already benefited from the program "14 subsidies". The total amount of support was 2,6 billion rubles.
Subsidized interest rates on loans to small and medium-sized businesses are extended until July 1, 2021. The measure will reduce the interest rate on loans already taken, and issue new ones on concessional terms.
The subsidized interest rate is:
- up to six percent on loans issued before April 15, 2020 (lending limit - no more than 100 million rubles);
- up to eight percent on loans issued after April 15, 2020 (lending limit - no more than 35 million rubles).
Applications for the restructuring of the current loan or for a soft loan are considered in partner banks.
To date, over 87,3 small and medium-sized businesses have received preferential loans in the amount of over 10 billion rubles. More than 69,9 thousand employees work in them. Applications for another 35,5 billion rubles have been approved.
Thanks to the extension of the terms for granting subsidies and the expansion of the list of partner banks, 10 more small and medium-sized businesses will be able to receive preferential loans.
For the next year, the minimum and preferential rental rates for non-residential properties owned by the city will be in force - 4750 and 3500 rubles per square meter per year, respectively.
This solution will help entrepreneurs who rent premises up to 300 square meters, as well as those who are engaged in socially significant activities - trade in social stores, provision of social food, consumer services, physical education and sports, culture, production.
Until the end of this year, entrepreneurs with disabilities who are engaged in non-stationary trade are exempted from paying rent payments under contracts.
Until January 15, 2021, some organizations and individual entrepreneurs who work in the field of catering, trade, culture, education, leisure and consumer services in the institutions of the Moscow Department of Culture, except for parks, are exempt from paying rent.
Entrepreneurs who have entered into contracts with the Moscow Metro for trading in a non-stationary shopping facility are completely exempt from paying rent for the period from March to June 2020. Previously, they were given a 50 percent discount. In addition, for the period from July to the end of 2020, they receive a 50 percent discount on their rent.
