Russia has proposed tightening rules for returning goods to online retailers.

The Ministry of Economic Development has proposed a new approach. It is envisaged that some goods will be non-returnable upon receipt and inspection at the pickup point. These include high-quality goods that are legally non-returnable. This list could include food products, medications, medical devices, as well as cosmetics, perfumes, and electronics.

For all other goods not included in these categories, the return control procedure may be clarified.

This measure will help prevent the practice of uncontrolled returns of goods and fraudulent schemes.

According to expert estimates, the return rate in online retail in Russia is 24-30%. In the clothing and footwear marketplaces, it reaches 30-45%. Moreover, when a buyer orders multiple items and only redeems one or two, this results in direct losses for the seller. The Association of Internet Retail Companies supported the Ministry of Economic Development's initiative.
