A new government decree regulating the procedure for selling goods at retail entered into force on January 1, 2021. The new Rules contain a number of useful innovations, dictated by the practice of applying the previously existing rules, which should reduce the number of consumer complaints about the actions of unscrupulous sellers.

In short, the new rules give the buyer the right not to pay for shipping when defective goods are returned to the seller; allow the buyer to take photographs in a retail store, in order to fix violations of the rules of retail trade; establish the obligation of the online seller to provide the consumer with confirmation of the conclusion of the retail sales contract. Also, according to the new rules, when the order is delivered to the buyer at the specified address, not only the customer can now accept the goods, but also any person who named the order number (the person accepting the order, for example, the customer's relative, does not need to provide any additional supporting documents ).
