The Federal Customs Service is developing proposals to regulate overseas purchases of Russians, riamoda.ru reports.
As previously stated by the head of the Federal Customs Service Andrei Belyaninov, foreign goods arriving in Russia by mail are not subject to Russian taxes. The Russians only pay customs duty and only if the parcel exceeds the amount of 1000 euros, but the goods are not subject to VAT and income tax. Thus, foreign retailers gain an unjustified competitive advantage over Russian ones, and the economy loses, the official explained and promised that the FCS offers will be ready by September.
