A new “X” hour of obligatory marking of shoes has been determined

The Government of the Russian Federation approved a new deadline for the phased introduction of mandatory labeling of shoes. According to the Decree of the Government of the Russian Federation of 5 on July 2019, the application of identification means on consumer packaging, or on shoe products, or on the product label of shoe products is mandatory from 1 on March 2020 of the year. From this date, a ban on putting into circulation, circulation and withdrawal from circulation of unlabeled shoe products is also introduced.

5 July 2019 year released a new Decree of the Government of the Russian Federation from 05.07.2019 No. 860 "On approval of the Rules for the labeling of shoe products by means of identification and the specifics of introducing a state information system for monitoring the circulation of goods subject to mandatory labeling by means of identification in relation to shoe products."

The decree establishes the rules for marking shoes and determines the main dates for the phased introduction of marking shoes.

Here are the main dates that should be remembered by the participants in the turnover of shoe products:

the participants in the turnover of shoe goods must register in the monitoring information system from 1 July to 30 September 2019 years or after 30 September during 7 calendar days after the shoe is put into circulation or retail;

participants must submit information on the labeling of shoe products, as well as on putting shoes into circulation and putting them out of circulation, into the monitoring information system from March 1;

If there are unrealized shoe balances put into circulation on March 1 before March 1, participants are obligated to mark them and provide information about this to the monitoring system before May 1;

labeling of footwear imported into the Russian Federation after March 1, but purchased before March 1, should be carried out before April 1, before this date, labeling information should also be submitted to the monitoring system;

participants in the turnover of shoe products have the right to label shoe products from 1 on October 2019 of the year, and mandatory labeling of products becomes 1 on March 2020 of the year.

The application of identification means on consumer packaging, or on shoe products, or on the product label of shoe products in accordance with the Rules approved by this resolution, is mandatory from March 1 to 2020 of the year.

The putting into circulation of unlabeled shoe products on the territory of the Russian Federation, as well as the turnover and withdrawal from circulation of shoe products without marking, is also allowed until March 1 of 2020.

“We have been waiting for this Resolution for a long time, finally, it came out and puts all the dots on the“ i's ”, forms a roadmap and establishes the rules for compulsory shoe labeling,” says the head of the National Shoe Union Natalia Demidova. “The work has been tremendous, and the legal business has high hopes for labeling. A lot has already been done in companies. There was a period when some market participants thought "maybe it will resolve," but now it is already clear that there are only 7 months left to finally prepare for work in the mandatory labeling system, since from March 1, 2020, the turnover of unmarked footwear products in the Russian Federation will be officially prohibited. There is one more point that I would like to note - we received information that since July 1, some customs posts have been overzealous and demanded labeling from footwear importers. Naturally, we immediately turned to the FCS, letters explaining the situation were sent to the customs posts, and the problem disappeared. But now with the adoption of the Resolution, importers can study the document and independently reasonably communicate with customs officers. I would like to draw your attention to the fact that the website of the National Shoe Union has all the relevant information on the topic of labeling, including companies that are ready to provide the appropriate services - to help understand the labeling system and label the goods. "
