FCS: goods from the EAEU countries must be marked before being imported into the Russian Federation
The Federal Customs Service has explained the process of customs control in respect of goods subject to mandatory labeling. Anastasia Vyatkina, head of the department of the Main Directorate of Customs Control after the release of goods of the FCS of Russia, spoke about this.
“As for the goods imported from the EAEU countries, the application of identification means is allowed only before the products are imported into the territory of the Russian Federation. As for foreign goods imported from third countries, the application of identification means is allowed on the territory of the Russian Federation when goods are placed under the customs procedures of a customs warehouse, free warehouse and special economic zone. The entry of goods into circulation is carried out when information is declared in the declaration for goods when they are placed under the customs procedure for release for domestic consumption or re-import. The rest of the procedures, for example, export, are an exception to the rule, ”said Anastasia Vyatkina.
She also described the process of interaction between participants in the turnover and state authorities and the implementation of control activities in relation to labeled goods.
“The process is as follows: information about the intention and application of identification means are sent to the Honest Mark system. The participant in the turnover of goods receives marking codes, transfers this information either to the manufacturer, or when moving goods, he applies identification means and indicates the information in the declaration. The customs authorities carry out information interaction with the "Honest Sign" system, carry out an automated check, if a decision is made on the selective control in accordance with the risk management system, they carry out inspection operations, during which the actual control of information is carried out, conformity or inconsistencies are identified. In case of all conformities, the FCS releases goods, in case of non-conformities - refuses to release. Information is transferred to "Honest Sign" to withdraw goods from circulation, or vice versa, "Anastasia Vyatkina clarified.
She clarified that the information is entered in column 31 of the goods declaration. All the rules are specified in the decision of the Customs Union Commission dated 20.05.2010 No. 257. As the system of goods labeling develops, changes are made there.
