The Ministry of Communications and Mass Media has published a draft government decree for public discussion, which explains the owners of which sites on the Internet will not be required to store information about users to provide it to special services. Also, such sites will not be registered in Roskomnadzor, even if their audience exceeds 3000 users per day.
This clarification was needed in connection with the entry into force on August 1 this year of the law from the so-called anti-terrorist package. This document obliges all "participants in the dissemination of information on the Internet" (that is, any Internet services) to store all information about the actions of their users on the network for six months and provide it to law enforcement agencies on demand - without a court decision. In addition, bloggers with an audience of more than 3000 people per day will be required to notify Roskomnadzor about their activities, and the latter will enter them into a special register.
According to the document published by the Ministry of Communications, the law will not be required to fulfill, in particular, sites on science, education and children, as well as online stores.
