Federal ministries approved the idea of exempting all taxes for two years from any Russian individual entrepreneur who first registered his business.
Thus, the government tried to respond to the massive departure of small businesses into the shadows that occurred after raising the premium rate by half (from 17 to 36 thousand rubles a year) from 1 on January 2013. And due to the increase in social tax rates, only this year 458 of thousands of individual entrepreneurs stopped their activities. Last year, this figure was 3,7 million people. Many businessmen did not de facto close their business, deciding to remain in an illegal position.
Most likely, the new program will begin to work next year. Tax holidays will be granted only to entrepreneurs starting from scratch. The government will ensure that businessmen do not try to pass off their old business as a new one.
