New Resolution is being prepared The Government of the Russian Federation, regulating the postponement of the introduction of mandatory labeling of shoe products in Russia. The corresponding draft law has been published on the Single Portal on the placement of draft legal acts.
According to the draft Resolution, the putting into circulation of shoe products and their circulation without transferring information on the labeling of shoe products with identification means to the monitoring information system will be allowed until June 1, 2020, and the withdrawal from circulation of shoe products not marked with identification means - until March 1, 2020 of the year.
Currently, the Decree on the introduction of mandatory labeling of shoe products from March 1, 2020 is in force, from this date the wholesale and retail sale of unmarked shoes in the country is prohibited, and the transfer of information about production, import, wholesale and retail sales to the marking system is mandatory. Moreover, the import of goods purchased before March 1, 2020 is possible without labeling until April 1, 2020. Whereas marking the remains of shoes produced or acquired before March 1, 2020 is possible until May 1, 2020.
When approving the new Resolution, the date of mandatory data transfer to the marking system for wholesale and import and production of shoes is postponed until June 1, 2020. Retail sales without transferring information to the marking system will be allowed, as in the current rules, only until March 1, 2020.
Also, according to the draft Resolution, it is planned to move the deadlines for the introduction into circulation of the accumulated unmarked residues of shoe products. In particular, it is assumed that if, as of June 1, 2020, there are unrealized shoe goods put into circulation before June 1, 2020, their marking with the transfer of information to the marking system should be carried out before August 1, 2020. This deadline is currently limited to May 1, 2020.
