A new procedure for the destruction of falsified clothes and shoes can be introduced in the Russian Federation from 1 July 2018 years, - Izvestia writes.
The deputy head of the Ministry of Industry and Trade, Viktor Yevtukhov, sent a bill to the Ministry of Economic Development and the Ministry of Internal Affairs for approval, introducing amendments to the laws “On Customs Regulation in the Russian Federation”, “On Industrial Policy in the Russian Federation”, the Code of Criminal Procedure and the Code of Administrative Offenses. In a new bill, the Ministry of Industry and Trade of the Russian Federation proposes to optimize the costs of disposing of light industry products and to charge owners of counterfeit and falsified goods with payment for storage, transportation and destruction of products in Russia. The proposed adjustments will allow faster and cheaper to destroy counterfeit goods.
As noted in the documents of the department, the total size of the shadow market for light industry goods reaches 1 trillion rubles (about 30% of the total volume of imported and produced goods of light industry in the Russian Federation).
Currently, in an administrative or criminal case, illegally imported goods are seized, and by a court decision they are destroyed after the procedure for transferring products to the ownership of the Russian Federation. According to the new bill, the procedure will be changed. The illegally imported goods will not be transferred to the state property, and all expenses for the storage of products, their transportation and destruction will be imposed on their owners. In addition, the process of moving from a court decision to the direct destruction of counterfeit goods will be accelerated. This will be accomplished by neutralizing the norm that is not working today - the classification of goods with special codes, which no one of the departments in the Russian Federation conducts.
