The start of mandatory shoe marking may be delayed for 7 months

The initial deadline for the introduction of mandatory labeling, which imposes liability on participants in the Russian shoe market for the turnover of unlabelled products, and was determined by the Government of the Russian Federation on 1 on July 2019, can be postponed to 1 on February 2020. Relevant recommendations for revising the timing of the introduction of phased marking were prepared Advanced Technology Development Center, ACORT Association and the National Shoe Union.

The Center for the Development of Advanced Technologies (CRTC), the AKORT Association and the National Shoe Union prepared recommendations for the phased implementation of labeling, as well as draft regulations for marking product balances that are in circulation on the date that mandatory labeling begins. These recommendations will be sent to the Ministry of Industry and Trade of the Russian Federation for consideration, and normative documents will be adopted on their basis, the MDTC said in a press release.

Recall that on 1 on June 2018 a pilot project on marking and tracing shoes was launched. The project will last until June 30 2019, and the mandatory marking of shoes in accordance with the Decree of the Government of the Russian Federation dated April 28 2018 No. 792-r “On Approving the List of Goods Subject to Mandatory Marking with Control Marks” starts on July 1 2019.

However, at the moment, the infrastructure for launching mandatory shoe marking from 1 on July 2019 is not ready. In this connection, the system operator developed the Center for Advanced Technology Development, AKORT Association and the National Shoe Union developed recommendations for the phased implementation of shoe marking, revised the project implementation deadlines.

New deadlines for phasing business connection to the marking and tracing system Honest SIGN for shoes:

From July 1 to October 1, October 2019:

- turnover participants must register in the system on the website ChestnyZNAK.rf

- apply for the necessary equipment to work with digital codes (emission recorder)

- already at this stage, participants can begin to mark the remains of products. For this, an issue recorder is not needed. Simplified company codes can be obtained in your account in the system itself.

From October 1 to October 2019 to February 1 to November 2020:

- beginning of issuance of registrars of emissions and adjustment of work

- completion of the residue marking process

From February 1 to 2020:

- a ban on the production, import, retail trade and turnover of unlabelled products

- Mandatory transfer to the Honest SIGN system of information about all operations with marked goods - from production to sale

Balances with simplified codes can be sold for 2 years from the moment of putting products into circulation.

“The recommendations on the stages were created taking into account the technological and logistical features of the market, they are adapted to the footwear industry and will allow us to switch to mandatory product labeling in a format that is comfortable for business and with minimal investment. We hope that they will be adopted without major changes, ”Vera Volkova, head of the Obuv / Legprom product group, commented.

The Center for the Development of Advanced Technologies was created to implement large-scale projects in the digital economy, forms the necessary expert and technological infrastructure for such projects. The Center, on the basis of public-private partnerships, is creating a unified national system for digital labeling and traceability of goods in Russia. The Honest Sign system will make the product markets transparent and create a complete system for guaranteeing the authenticity and quality of goods. The technology effectively fights against illegal goods, protects consumers and fair business. The Center also participates in the creation of the concept of marking and traceability for the Eurasian Economic Union, organizes the localization of the production of equipment for marking, works on the creation of the National Product Catalog, and produces fiscal drives for online cash registers.

The CRPT is a joint project of USM (YueSem Technologies, 50%), Rostec Group (25%) and Elvis Plus Group A. Galitsky (25%).
